For the first time, the Crown Commercial Service is offering a commercial agreement to allow public sector organisations to buy food directly from suppliers. This free webinar will give you an overview of the agreement and the opportunity it presents, which allows SMEs to join the supply chain and supply public sector organisations. In this webinar, you will learn what the agreement is and what the benefits are of getting involved.
Key principles of the agreement include:
- Supporting all food producers, including SMEs, in accessing public sector food opportunities
- Supporting sustainable food production
- Supporting the public sector in accessing local food produce at the right price
- Supporting investment in local communities, equality and diversity, resource efficiency and environmental sustainability

Speakers and partners
Bob Doherty is Professor of Marketing and Chair of food systems at the University of York and leads two large research programmes including a new 5-year programme called ‘FixOurFood’- transformations to Regenerative Food Systems from the UK Strategic Priorities Fund, which will run from 2021-2026. Since joining York in 2012 Bob has won £11.1m in grant funding. Bob is also the research theme leader for food in the York Environmental Sustainability Research Institute (YESI). Bob was seconded in April 2019 into the UK Government Department, DEFRA (Department for Environment, Food and Rural Affairs) as a policy fellow to work on Food Systems policy development. Bob specializes in research on pro-social market mechanisms including hybrid organizations and certification bodies. Bob is Founding Editor Emeritus of the Social Enterprise Journal- after 10-years as Editor in Chief of the Social Enterprise Journal published by Emerald publishers. Bob has published in Journal of Business Ethics, International Journal of Management Reviews, Nature Food, Public Management Review and Business History.
Jonathan Lewis – Cabinet Office SME Panel Member
Jonathan will cover his role on the SME Panel and the work they have been doing with CCS, Defra, and the South West Food Hub on establishing a platform for small food producers to sell into the public sector.
Martin Traynor OBE – Small Business Crown Representative
Martin will briefly set out his role in Central Government and the actions HMG is taking to open up its procurement for SMEs. He will cover the reforms that will appear in the Bill they are taking through Parliament later this year and how this will give greater access for SMEs and contracting authorities (including procurement officers) far more flexibility. He will touch on the Net Zero agenda and the Government’s desire to reduce food miles.
Martin has extensive experience in the leisure and hospitality sector, following a successful career in hotel management. In 2001 Martin decided to change career to take up the role of Group Chief Executive of the Leicestershire Chamber (including CEO of Business Link, Leicestershire). After leaving the Chamber in 2014, he set up his own consultancy business which he combines with several key Non-Executive roles . In 2007, Martin was awarded an OBE in HM The Queen’s New Year’s Honours for “services to business and the community of the East Midlands”.
